What does the rotation actually add?
The engraving is three-dimensional, so it does not look the same from every angle. Turning it means you see the depth instead of one fixed view — there is more on how that depth is created in how they engrave inside glass.

Rotating or standard base?
Standard if the crystal is going on a shelf and staying there. Rotating if it is somewhere people walk past.

Does it have to be plugged in?
No. A charger comes with it, but it will run on batteries if the spot you have in mind has no socket nearby.
